Hugh co-founded the UNDP Africa Borderlands Centre and has spent over a decade designing and leading cross-border programmes across East and Central Africa for UNDP, FCDO, and the World Bank. His work spans conflict, displacement, trade, and public health emergencies, and he has published widely on African borderlands dynamics in academic and policy literature.

Joe St Clair
Joe led monitoring and evaluation for the IFC's $70M Africa Fragility Initiative and has conducted impact evaluations for the World Bank and Innovations for Poverty Action across multiple African countries. He has contributed to major performance reviews of the African Development Bank and British International Investment, and brings the analytical rigour of a trained economist to questions of development finance, private sector performance, and evidence-based policy in fragile states.
